Q0241: Issues with Orange Smartphone Application Locking and Smart Hal Installation
The problem:
Orange Windows Mobile Smartphones have an application security lock built into them, requiring third party applications to be digitally signed prior to installation and execution on these devices. If an application is not digitally signed specifically for Orange devices, the Orange application locking will prevent it from being installed. At the time of writing, Smart Hal cannot be installed on an Orange Smartphone that has application locking enabled.
The solution
In order for Smart Hal to be installed on a locked Orange Smartphone, the application locking model needs to be removed. There are various methods of achieving this, however we have received reports from several users that the "Security Policy Management Tool" available on the following Orange partner’s website (France Telecom) has been successful in performing this task:

To download the tool you will be required to supply the following information:
- International Mobile Equipment Identity (IMEI) number of your Smartphone. This is a number unique to every Smartphone. It is usually found printed on the phone underneath the battery and can also be found by dialling the sequence *#06# into the phone itself.
- Your Orange phone number. This is the number one would dial to call your Smartphone. This can be entered “as is” and should not require a country code.
- Your full name.
- Your email address. This is where the link to download the "Security Policy Management Tool" will be sent. The email containing the link may take around one hour to arrive.
Once the tool has been downloaded, connect to your Smartphone using Microsoft ActiveSync and copy the downloaded file onto the handset. You can explore you phone by entering the “Mobile Device” item located in “My Computer” on your desktop PC.
Once done, from the phone's "Start Menu" choose "File Explorer" and navigate to, and then run, the file saved on the handset (this may require sighted assistance). This will then modify the security model on your device after a reset.
